"If the Church were doing its job of chaplaincy and teaching adequately, it would not constantly have to set up professional institutions to perform the very tasks that a trained laity could accomplish far more adequately in the context of their normal existence. The present tendency is for the frustrated clergy to take over the Church's social-action responsibility. This only postpones the day when the laity will be recognized as the prophetic arm of the Christian community. Certainly one object of the renewed Church is to produce a revolutionary laity."
